The Haines Borough Planning Commission is currently leading a rezoning initiative for the Upper Valley neighborhoods, including the Mosquito Lake Community, Chilkat Lake Road, Haines Highway (Mile 24–28), and Covenant Life. Under the Rezoning Workplan adopted by the Planning Commission on June 18, 2026, we are currently gathering community input to help guide the Commission’s evaluations and eventual recommendations to the Borough Assembly.
As part of this effort, paper surveys are being mailed to property owners in the study area. Additionally, all Haines Borough residents and community members are invited to participate in the survey to share their vision for these neighborhoods. Your feedback is vital to shaping the future of our community. Thank you for your time and input! The Survey will close on September 1st.

All Haines Borough residents, including those who live outside the Phase I study area, are invited to share their feedback.

- In Person: Paper surveys are available at the Borough Administration Office for any resident or community member who did not receive one by mail.
